Targeted Intervention Project: Empowering High-Risk Groups in Dhubri
Since October 1, 2008, Fulkumari Bapuji Club in Dhubri has been implementing a Targeted Intervention Project focused on reducing the spread of HIV/AIDS, STIs, and Hepatitis among high-risk groups (HRGs) in Assam’s Dhubri District. Supported by the Assam State AIDS Control Society, the project aims to improve health conditions among vulnerable populations, including Female Sex Workers (FSWs), Injecting Drug Users (IDUs), and Men who have Sex with Men (MSM).
Project Goals and Objectives
The overarching goal of this intervention is to provide free health services to high-risk communities, offering education, prevention strategies, and access to treatment for HIV/AIDS, Hepatitis, and related health issues. The project’s core objectives include:
- Preventing STI, HIV, and AIDS within targeted groups.
- Raising awareness through counseling, education, and advocacy.
- Promoting safe practices, such as condom usage and clean needle exchanges.
- Facilitating access to healthcare through referrals to ICTC and PPP Centres at Dhubri Medical College Hospital.
Key Interventions and Achievements
The project implements a variety of strategies aimed at health improvement and disease prevention. These include:
- Educational Outreach: Targeted communities receive intensive education about HIV/AIDS, STI prevention, and healthcare services.
- Condom and Lubricant Distribution: Promoting safe sexual practices by distributing condoms and lubricants to high-risk groups.
- Needle Exchange Programs: Ensuring clean needles and syringes are available to prevent the spread of diseases among IDUs.
- STI Treatment and Screening: Free treatment and referrals to specialized services for STI and syphilis screening.
- Counseling and Support: Repeat counseling and motivational sessions to build trust and encourage healthy behaviors.
Significant Changes and Impacts
Through the project, several positive changes have been observed:
- Increased awareness about HIV/AIDS prevention and condom use.
- Improved health service access and overall health consciousness within target communities.
- Stronger relationships between service providers and high-risk groups, including FSWs and IDUs.
- A notable reduction in STIs and improved self-confidence among vulnerable populations.
- Legal services and support provided to protect the rights of marginalized groups.
Current Year’s Focus and Population Statistics
In 2024, the project has expanded its reach, targeting 600 FSWs, 200 IDUs, and 60 MSM. As of September, active populations include:
- 489 FSWs
- 310 IDUs
- 116 MSM
- 242 PLHIV, with 202 linked to ART Centers and 40 in follow-up.
The current strategy is focused on achieving the 95-95-95 target (95% of people living with HIV knowing their status, 95% on treatment, and 95% with viral suppression) and continues to emphasize community education, support, and healthcare access.
Objectives for 2024
The ongoing project efforts aim to:
- Promote awareness through community meetings, counseling, and information dissemination.
- Offer STI treatment by establishing partnerships with local PHCs and healthcare providers.
- Expand condom and needle distribution through designated outlets for social marketing.
- Provide training programs for core groups, outreach workers, and healthcare professionals.
- Engage in behavior change communication through individual and group outreach efforts.
- Foster social mobilization through cultural programs, folk songs, street dramas, and essay competitions.
Goals of Intervention under NACP-V
Aligned with the National AIDS Control Programme (NACP-V), the project strives to:
- Reduce new infections by 80%.
- Cut AIDS-related mortalities by 80%.
- Eliminate vertical transmission of HIV and syphilis.
- Promote universal access to STI/RTI services.
- Eliminate stigma and discrimination related to HIV/AIDS.
Conclusion
The Fulkumari Bapuji Club continues its mission to empower high-risk groups, raise awareness, and provide essential healthcare services in Dhubri. Through ongoing community engagement, education, and support, the project is making significant strides in reducing the spread of HIV/AIDS and improving the quality of life for vulnerable populations in Assam.
